Committee on Government Assurance
The Committee on Government Assurances of Assembly constituted under Rule 268 of Rules of procedure and conduct of Business in the Telangana Legislative Assembly.
The Chief Minister and Ministers of the State give various Assurances, Promises and Undertakings, from time to time on the Floor of the House. In order to ensure these Assurances are actually implemented in a reasonable time, the Hon'ble Speaker constitutes the "Committee on Government Assurances".
Composition of the Committee:
The Committee consists of not more than Seven Members, including the Chairman. The Chairman and Members of the Committee are nominated by the Hon'ble Speaker. The term of office of the Committee generally does not exceed one year. The quorum to constitute a sitting of the Committee is 1/3rd of the total number of members of the Committee.
Functions of the Committee:
The Committee scrutinizes the Assurances, Promises, Undertakings given by the Chief Minister and Ministers on the floor of the House, from time to time, during the Question Hour or during the Discussions on Bills, Resolutions, Motions etc., and reports on the extent, to which such assurances etc., have been implemented and where implemented, whether such implementation has taken place within the minimum time necessary for the purpose.
The Committee has approved a standard list of expressions or forms which are treated as constituting Assurances, Promises, Undertakings etc., given by the Chief Minister and Ministers on the floor of the House. These expressions, though not exhaustive, are meant for the guidance of the Committee. Any additions to or deletions from these forms are done with the approval of the Committee.
The Legislature Department is responsible for culling out Assurances etc., from the proceedings of the House. After scrutiny, the approved assurances will be sent to the respective Departments of Secretariat for taking necessary action and furnishing Implementation Reports thereon. The Departments of Secretariat have to furnish Implementation Reports within 60 days from the date of communication of Assurances and the Implementation Reports, so received from the Departments of Secretariat are placed before the Committee for examination. Then, the Committee goes through every aspect of the Implementation Report, on each assurance and examines the Officials of the concerned Departments, if necessary. The Committee decides each case on the basis of merit. If the Committee is satisfied with the implementation reports furnished by the Departments and also on the basis of evidence adduced by the Officials before the Committee, the Committee drops the assurances treating it as having been implemented. If the Committee is not satisfied, it will decide to pursue further, the Assurance, till it is implemented to the satisfaction of the Committee.
